The packages
openssh-server,
emacs and
postfix
have already been installed on top of the default set.
But they are unrealted to packaging.
In order to do packaging on the machine, and create a repository on it, you should now install:
sudo apt-get install -y tree git gnupg gnupg-agent reprepro inoticoming gmanedit lintian dh-make devscripts git-buildpackage libparse-debcontrol-perl debhelper build-essential pbuilder cowbuilder debian-archive-keyring pinentry-qt4 dupload
